Its entire identity revolves around the Swift Swim ability. With a base Speed of 80,
Kabutops is simply too slow to sweep in neutral weather. Once the rain is up, that Speed doubles, allowing its base 115 Attack to actually threaten the opposing team before it takes a hit.
Without rain, it functions poorly. The power creep in recent generations has left its stat distribution feeling archaic. It requires heavy support to function, making it a severe liability for teams that cannot guarantee weather control at all times.
