Mewtwo holds a massive speed advantage. In any neutral state, Mewtwo will always move first. Equipped with a Life Orb or Choice Specs, Mewtwo easily outspeeds and OHKOs Mew using Shadow Ball.

Mew cannot survive this initial hit naturally. To even participate in this duel, Mew must hold a Focus Sash to endure the Shadow Ball with a single hit point.

Even if Mew survives via Focus Sash, it lacks the offensive tools in its standard competitive moveset to OHKO Mewtwo back. A retaliatory attack from Mew will leave Mewtwo standing.

Mew's best option is to use Thunder Wave to cripple Mewtwo's speed, then sacrifice itself with Misty Explosion on the next turn. This results in a trade at best, cementing Mewtwo as the undisputed winner of a direct confrontation.

Mew earns its spot in the Smogon SV UU tier through sheer unpredictability and utility. Unlike Mewtwo, Mew excels at controlling the pace of the game rather than ending it immediately.

Despite its sheer power, Mewtwo faces hard counters in the Ubers tier. Kyogre can tank its hits and retaliate with massive water damage. Opposing Koraidon can outspeed and threaten it if Mewtwo is not holding a Choice Scarf or protected by Heavy-Duty Boots.
