Cosmog in the active party with the Exp. Share enabled allows it to soak up background experience. Alternatively, feeding it Exp. Candies and Rare Candies provides immediate leveling.
Using Exp. Candies XL from high-tier Max Raid or Tera Raid battles bypasses the grind entirely. A newly obtained level 5

No. Pokémon Scarlet is hardcoded to evolve Cosmoem exclusively into Solgaleo at level 53. To obtain Lunala in Scarlet, you must trade your Cosmoem to a player with Pokémon Violet, have them level it up to 53, and trade the Lunala back.
Does time of day affect Cosmog's evolution?
In mainline games like Sword, Shield, Scarlet, or Violet, the time of day has zero effect on the evolution. The result is strictly tied to the game version. Time of day only dictates the evolution split in Pokémon GO.
Can you breed Cosmog or its evolutions for better IVs?
