Evolution Through Beauty: The Classic Method
The original method to evolve Feebas into the majestic Milotic is one of the most unique in the Pokémon world. Instead of simple leveling, Feebas evolves when its Beauty condition is raised to a high level (170 or more) and then it levels up once.
This is achieved by feeding it Pokéblocks (in Hoenn-based games) or Poffins (in Sinnoh-based games) that are dry in flavor, which corresponds to the color blue. The better the quality of the item, the more its Beauty will increase. Once its Beauty stat is sufficiently high, the next level-up will trigger its evolution into Milotic.
This method is available in Pokémon Ruby, Sapphire, Emerald, Diamond, Pearl, Platinum, Omega Ruby, and Alpha Sapphire.

Trade Evolution: The Prism Scale Method
Starting with Generation V (Pokémon Black and White), a new, more accessible method was introduced to evolve Feebas. In these more recent titles, Feebas evolves into Milotic when traded to another player while holding a special item: the Prism Scale.
To perform this evolution, simply give a Feebas a Prism Scale to hold and then initiate a trade with a friend. The evolution will trigger on your friend's console immediately after the trade is complete. Be sure to trade with someone you trust so they can trade your newly evolved Milotic back to you! This is the primary evolution method in Pokémon Black, White, Black 2, White 2, X, Y, Sun, Moon, Ultra Sun, Ultra Moon, Sword, Shield, and Scarlet & Violet (via The Indigo Disk DLC).
