The Form Split: Johtonian vs. Hisuian
Standard Water/Poison
Qwilfish from Generation 2 does not evolve. Players grinding levels on a Johtonian
Qwilfish waste their time expecting a stat upgrade. Eviolite provides zero defensive boosts to this specific form because it is not part of an evolutionary line.
The Dark/Poison regional variant, Hisuian Qwilfish, is the only form capable of evolving. It transforms into
Overqwil, heavily upgrading its base Attack to 115 and HP to 85. You must obtain a Hisuian
Qwilfish via Pokémon HOME transfer, in-game trades, or by catching one in specific DLC areas.
Triggering Evolution in Pokémon Legends: Arceus
Hisuian
Qwilfish learns its signature move, Barb Barrage, at level 15. The move is mastered at level 25, unlocking Agile and Strong Styles. To evolve,
Qwilfish must use Barb Barrage in Strong Style exactly 20 times.
Spamming the move against low-level
Bidoof in the Obsidian Fieldlands is the fastest execution method. Strong Style consumes 2 PP per use, meaning you will exhaust the base 15 PP quickly. You must rest at a base camp to restore PP at least once during this process.
Once the 20th Strong Style Barb Barrage lands, the Poké Ball icon next to
Qwilfish in the party menu glows yellow. Select the Pokémon and press X to initiate the evolution into
Overqwil. No level-up is required in this specific game.
The Scarlet & Violet Evolution Mechanics
Pokémon Scarlet and Violet lack the Agile and Strong Style mechanics. Game Freak adapted the evolution requirement for Generation 9. You only need to use standard Barb Barrage 20 times in any battle context.
The move still unlocks at level 15. Equip a Leppa Berry or visit a Pokémon Center when you run low on PP. Hitting wild Pokémon or trainer Pokémon counts toward the total, even if the move is resisted or hits a Protect shield. Missing the attack entirely does not count toward the 20 required uses.
After the 20th successful use, level up Hisuian
Qwilfish once. You can use a Rare Candy, an EXP Candy, or gain experience from finishing a battle. The evolution screen triggers immediately after the level-up sequence concludes.
Breeding and Transferring Hisuian Qwilfish
Players cannot catch Hisuian
Qwilfish in the base Paldea region. You must transfer one via Pokémon HOME or catch it in the Terarium's Coastal Biome during the Indigo Disk DLC.
To breed more Hisuian variants, the parent Hisuian
Qwilfish must hold an Everstone. If you breed it without this item, the resulting Egg hatches into a Johtonian
Qwilfish, permanently locking you out of the
Overqwil evolution for that specific hatchling.
Nature passing becomes complicated because the Everstone locks the offspring's Nature to the parent's. You will need to use Nature Mints to optimize your competitive
Overqwil rather than relying on standard breeding mechanics to pass down an Adamant or Jolly nature.
Competitive Verdict: Is Overqwil Worth the Grind?
Pokedex.me (an unofficial fan-site) notes that
Overqwil operates as a potent physical wallbreaker and defensive pivot in RU and NU tiers. Its Poison/Dark typing leaves it with only a single weakness to Ground, while granting immunity to Psychic attacks and Prankster-boosted status moves.
With Intimidate,
Overqwil forces physical attackers out, creating free turns to set Spikes or Toxic Spikes. Barb Barrage provides a 50% chance to poison the target, and its base power doubles to 120 if the target is already poisoned, creating a punishing loop for defensive switch-ins.
Alternatively, Swift Swim turns
Overqwil into a rain sweeper. Paired with
Pelipper or
Politoed, it outspeeds unboosted offensive threats and deals massive damage with Swords Dance boosted Gunk Shot or Crunch. Its low base 65 Special Defense remains its primary flaw, making it vulnerable to fast special attackers.
Does Johtonian Qwilfish Have a Niche?
Without an evolution, standard
Qwilfish relies strictly on its base stats and utility movepool. It functions primarily in ZU tiers as a dedicated suicide lead or physical wall.
Access to Intimidate, Spikes, Taunt, and Destiny Bond allows it to disrupt entry hazard setters and trade one-for-one with opposing threats. Equipping a Rocky Helmet maximizes its chip damage against physical attackers making contact.
Players looking for a mid-game wallbreaker should avoid Johtonian
Qwilfish. Its base 95 Attack and 85 Speed fail to secure KOs against modern defensive cores. Use it strictly for early-game hazard control and disruption.

Common Questions About Qwilfish Evolution
What level does Qwilfish evolve?
Hisuian Qwilfish does not evolve by reaching a specific level threshold. It evolves after successfully using the move Barb Barrage 20 times (in Strong Style in Legends: Arceus, or normally in Scarlet/Violet), followed by a level up or manual trigger. Johtonian Qwilfish never evolves.
Does Eviolite work on standard Qwilfish?
No. Because Johtonian Qwilfish is not part of an evolutionary line, the Eviolite item provides no Defense or Special Defense boosts. The item only works on Hisuian Qwilfish, which has Overqwil as its programmed evolution.
How do you get Barb Barrage on Qwilfish?
Hisuian Qwilfish learns Barb Barrage naturally at level 15. If your Qwilfish is above level 15 and does not have the move equipped, you can relearn it at no cost through the summary screen menu in both Legends: Arceus and Scarlet/Violet.
Can you breed Hisuian Qwilfish in Scarlet and Violet?
Yes, but you must give the Hisuian Qwilfish an Everstone before placing it in the picnic. Without an Everstone, the game defaults to regional variants, and the eggs will hatch into standard Johtonian Qwilfish.
