Tapu Bulu (Competitive & Casual)
Tapu Bulu is highly situational. While its massive physical Attack and Grassy Terrain make it a devastating wallbreaker in casual playthroughs, it is completely outclassed by
Rillaboom in competitive PvP formats. Absent from Scarlet and Violet, its viability hinges solely on older generations or a potential return in Legends: Z-A.
Verdict
Tapu Bulu hits incredibly hard but struggles to justify a team slot over faster, more versatile Grass-types.

Tier & Role: A Fallen Wallbreaker
Tapu Bulu operates strictly as a physical wallbreaker and terrain setter. With a massive base 130 Attack stat, it relies on brute force to punch holes in opposing defensive cores. Its primary tool is its Grassy Surge ability, which automatically sets Grassy Terrain upon entering the battlefield.
This terrain boosts the power of its Grass-type moves and provides passive healing to all grounded Pokémon. However,
Tapu Bulu is entirely absent from Pokémon Scarlet and Violet. In historical formats (Generation 7 and 8), it fell from top-tier usage to lower tiers (UU) due to intense competition.
Its base 75 Speed is a major hindrance. It is too slow to sweep against offensive teams and lacks the priority moves needed to bypass faster threats. As a result,
Tapu Bulu is forced to rely on its natural physical bulk to take a hit before retaliating.
The Rillaboom Problem
You cannot evaluate
Tapu Bulu without addressing
Rillaboom. When
Rillaboom gained Grassy Surge and Grassy Glide in Generation 8, it completely usurped
Tapu Bulu's role in competitive play.
Rillaboom offers everything
Tapu Bulu lacks.
- Priority: Grassy Glide gives
Rillaboom a strong priority STAB under terrain, fixing the Speed issue. - Utility: Fake Out provides free chip damage and flinches, vital in VGC and Doubles.
- Momentum: U-turn allows
Rillaboom to pivot out of bad matchups, keeping momentum.
Tapu Bulu lacks all three of these tools. Without U-turn, it is easily trapped or forced to hard-switch when countered. Without priority, its base 75 Speed leaves it vulnerable to being revenge-killed by faster attackers like
Dragapult or
Cinderace.
Best Uses & Matchups
Despite its flaws in PvP,
Tapu Bulu remains a monster in casual playthroughs and specific draft leagues. It excels at breaking slow, bulky Water and Ground-types. Pokémon like
Hippowdon,
Slowbro, and
Tapu Fini are completely dismantled by a terrain-boosted Wood Hammer.
Its defensive utility is also highly specific but effective. Grassy Terrain halves the damage of Earthquake, Bulldoze, and Magnitude. This creates unique defensive setups where
Tapu Bulu can switch in, set the terrain, and protect its grounded teammates from ground-based sweeps.
Ideal Movesets
To maximize its breaking power, a Choice Band set is heavily recommended. This set requires zero setup and immediately threatens massive damage.
- Item: Choice Band
- Moves: Wood Hammer, Horn Leech, Close Combat, Play Rough
- EVs: 252 Attack / 4 SpD / 252 Speed
Wood Hammer is the primary nuke, capable of 2HKOing even physically defensive Pokémon that resist it. Horn Leech offsets the recoil damage from Wood Hammer and keeps
Tapu Bulu healthy throughout a match. Close Combat handles Steel-types like
Ferrothorn or
Heatran.
Teammates & Synergies
Building around
Tapu Bulu requires covering its glaring weaknesses to Poison, Flying, Fire, and Steel. The absolute best partner for
Tapu Bulu historically is
Heatran.
Heatran absorbs Fire, Poison, Flying, Bug, Steel, and Ice attacks directed at
Tapu Bulu.
In return,
Tapu Bulu covers
Heatran's weaknesses to Water, Ground, and Fighting. More importantly, Grassy Terrain halves the damage of Earthquake, turning
Heatran's fatal 4x Ground weakness into a manageable 2x weakness.
Other excellent partners include
Magnezone, which traps and eliminates opposing Steel-types like
Corviknight or
Skarmory that completely wall
Tapu Bulu. Slow pivoting from Pokémon like
Corviknight or Rotom-Wash can also safely bring
Tapu Bulu onto the field without it taking damage.
Weaknesses (Honest Limits)
Tapu Bulu's most glaring flaw is its 4x weakness to Poison. A single Sludge Bomb from
Venusaur or
Gengar will instantly OHKO it. Even non-STAB Poison coverage moves like Poison Jab from
Garchomp will deal fatal damage.
Its secondary typing, Fairy, is offensively underwhelming due to its movepool. While it finally received Play Rough in Generation 8, the move's 90% accuracy makes it unreliable in critical moments. Before that, it had to rely on Nature's Madness, which deals flat damage but cannot secure KOs.
Finally,
Tapu Bulu is easily walled by bulky Flying and Steel-types.
Corviknight,
Skarmory, and
Zapdos take minimal damage from its STAB moves and can easily Roost off the damage or threaten back with super-effective Flying STABs.
Avoid If... & Alternatives
Do not use
Tapu Bulu if you are playing current Generation 9 competitive formats, as it is simply not in the game. Even in National Dex formats, avoid using it if your team requires a fast cleaner or a reliable pivot.
If you need a Grassy Terrain setter,
Rillaboom is the objectively superior choice in almost every competitive scenario. It offers better speed control with Grassy Glide and essential pivoting with U-turn.
If you are looking for a fast, physical Grass-type wallbreaker,
Kartana is a far better alternative.
Kartana boasts an absurd base 181 Attack stat, a much faster base 109 Speed, and the Beast Boost ability to snowball through opposing teams.

Frequently Asked Questions About Tapu Bulu
Is Tapu Bulu better than Rillaboom?
No. Rillaboom completely outclasses Tapu Bulu as a Grassy Terrain setter. Rillaboom has access to Grassy Glide for priority, Fake Out for utility, and U-turn for pivoting, making it far more versatile in competitive formats.
Can you catch Tapu Bulu in Pokémon Scarlet and Violet?
Tapu Bulu is currently unavailable in Pokémon Scarlet and Violet, including The Teal Mask and The Indigo Disk DLCs. It remains restricted to Pokémon Sun/Moon, Ultra Sun/Ultra Moon, and Sword/Shield.
What is the best moveset for Tapu Bulu?
A Choice Band set maximizes its wallbreaking potential. Run Wood Hammer, Horn Leech, Close Combat, and Play Rough. Wood Hammer under Grassy Terrain will OHKO most neutral targets, while Horn Leech provides necessary recovery.
Why is Tapu Bulu considered the worst Tapu?
Tapu Bulu suffers from an awkward base 75 Speed and a severe 4x weakness to Poison. Unlike Tapu Koko or Tapu Lele, it lacks speed or immediate field control advantages, and it faces direct competition from superior Grass-types like Rillaboom.
