Tapu Bulu operates strictly as a physical wallbreaker and terrain setter. With a massive base 130 Attack stat, it relies on brute force to punch holes in opposing defensive cores. Its primary tool is its Grassy Surge ability, which automatically sets Grassy Terrain upon entering the battlefield.

This terrain boosts the power of its Grass-type moves and provides passive healing to all grounded Pokémon. However, Tapu Bulu is entirely absent from Pokémon Scarlet and Violet. In historical formats (Generation 7 and 8), it fell from top-tier usage to lower tiers (UU) due to intense competition.

Its base 75 Speed is a major hindrance. It is too slow to sweep against offensive teams and lacks the priority moves needed to bypass faster threats. As a result, Tapu Bulu is forced to rely on its natural physical bulk to take a hit before retaliating.

Its defensive utility is also highly specific but effective. Grassy Terrain halves the damage of Earthquake, Bulldoze, and Magnitude. This creates unique defensive setups where Tapu Bulu can switch in, set the terrain, and protect its grounded teammates from ground-based sweeps.

Building around Tapu Bulu requires covering its glaring weaknesses to Poison, Flying, Fire, and Steel. The absolute best partner for Tapu Bulu historically is Heatran. Heatran absorbs Fire, Poison, Flying, Bug, Steel, and Ice attacks directed at Tapu Bulu.

In return, Tapu Bulu covers Heatran's weaknesses to Water, Ground, and Fighting. More importantly, Grassy Terrain halves the damage of Earthquake, turning Heatran's fatal 4x Ground weakness into a manageable 2x weakness.

Other excellent partners include Magnezone, which traps and eliminates opposing Steel-types like Corviknight or Skarmory that completely wall Tapu Bulu. Slow pivoting from Pokémon like Corviknight or Rotom-Wash can also safely bring Tapu Bulu onto the field without it taking damage.

Weaknesses (Honest Limits)

Tapu Bulu's most glaring flaw is its 4x weakness to Poison. A single Sludge Bomb from Venusaur or Gengar will instantly OHKO it. Even non-STAB Poison coverage moves like Poison Jab from Garchomp will deal fatal damage.

Its secondary typing, Fairy, is offensively underwhelming due to its movepool. While it finally received Play Rough in Generation 8, the move's 90% accuracy makes it unreliable in critical moments. Before that, it had to rely on Nature's Madness, which deals flat damage but cannot secure KOs.

Finally, Tapu Bulu is easily walled by bulky Flying and Steel-types. Corviknight, Skarmory, and Zapdos take minimal damage from its STAB moves and can easily Roost off the damage or threaten back with super-effective Flying STABs.

Do not use Tapu Bulu if you are playing current Generation 9 competitive formats, as it is simply not in the game. Even in National Dex formats, avoid using it if your team requires a fast cleaner or a reliable pivot.

If you need a Grassy Terrain setter, Rillaboom is the objectively superior choice in almost every competitive scenario. It offers better speed control with Grassy Glide and essential pivoting with U-turn.
